Why is Malkin not suspended?!?

Maybe a better question is: who will the Pens target tonight and what will be the league response? Two blows to the head of Grossmann, a guy the Pens find very difficult to play against. Both were in plain view of the officials and in Kennedy's case, he looked at the official as though he was perhaps expecting a call. Now he's out. We all saw what Neal did and the intent was pretty clear. Do Pens other than Malkin deliberately target opponent's heads?

Honestly, from the one replay I saw, it was kind of impossible to tell if Malkin hit his head or not. It looks shoulder on shoulder to me but at the same time could totally be a shoulder to head hit. I thought the Kennedy hit was worse. I was pissed they didn't call that a charge and then ten seconds later we got a charging penalty.
