I don't think this is that confusing.  You can fight with a visor on as long as you are not the instigator of the fight.

 

I think in the future. One of the easiest things the league can enforce to deter fighting will be to have officials start giving out the instigator penalties and the game misconducts.  Once a player has 3 they will start acquiring game suspensions.  Teams will then start to not reserve icetime and the goon vs goon fights will be history.  Thus there is no need to change the rules.

outsiders of the game will always say something about hockey! Stay out if you don't like. Will agree late 80's and early 90's best hockey up and down all players were tough and handle themsvles  for the most part
