Question about goalie penalty in restricted area

Hey, a thought just occurred to me today - does the goalie playing the puck in the restricted area have to play it while it's clearly on the ice surface for the penalty to apply, or does the penalty apply in midair too, like say gloving a dump-in down in midair with the glove firmly in the restricted area or using the stick to bat away an airborne puck in it? Assume these plays are made when the puck is clearly over and in the restricted zone, and that the goalie doesn't maintain the necessary skate contact with the crease to allow him to make these plays legally. I assume any play on the puck, even in the air is a penalty? I've never been sure so I'm asking now, sorry if it's a dumb question.

 

To clarify, I'm asking if the penalty applies when it's played in the restricted area in midair. I've only ever seen it called when the goalie touches it on the ice with his stick.
