What does being outdoors have anything to do with an infant needing ones own seat? If the NHL has a policy like this shouldn't they need to provide this safe seating for an infant too because placing an infant into an arena seat really isn't too safe? It's probably to cover the cost of the space taken up by the stroller, diapers, baby wipes, and all the accessories that go along with a baby (which would easily take up an entire seat worth of space). I'm just guessing though. If they want to maintain a 1:1 mapping between attendees and seats, that helps prevent a situation where the arena is overcapacity, which would create potential safety concerns.
