That's the kind of part I was talking about: the NHL insisted that it wasn't a merger with the WHA, but that it was an expansion. For the WHA teams, and players on their roster who had jumped from the NHL were to be returned to the club which had previously owned their rights, and then to make up the rest of the rosters the league held an expansion draft. To top it all off, the four WHA clubs also got the last picks in the entry draft.

 

tldr - the league insisted that it was an expansion and stripped most of the best players from the WHA teams.
