Maybe if they only carry 5 skaters and a goalie on the roster, it would help take care of that.

Good question.
I know NHL.com has penalties divided by majors and minors, but I don't see anything more specific (hooking, holding, etc).

Of note though....Minnesota is 3rd in the league in overall penalty minutes, and a top ten team in Minors taken.
I am pretty sure many of those are bench minors!
